Capacity needs for the logistics of health programs and the EPI 

TBI’s interventions will target ministry and health program leaders and managers to easily mobilize their support for HCSC management improvement efforts through:

a) A better consideration of the objectives, strategies and roadmaps adopted by the EPI and other health programs for the next 10 years; 

b) Outreach of the AI2030 agenda and other global/regional health initiatives; 

c) Sufficient and correct information on modern standards (levers, approaches, tools) of health logistics in the countries; 

d) The requirement for managers and implementers to demonstrate appropriate attitudes and behaviors to ensure proper management of health logistics. 

 These interventions will enable decision-makers and managers of health ministries and programs to better understand the capacity needs of health logistics and thus support their strengthening.

Fields of the consulting offer

In order to encourage decision-makers and managers of health systems and programs to seek support in the form of advice, technical assistance, and training from appropriate structures to address the real problems they face in the performance of public health programs, TBI will offer interventions designed to: 

a) Raise awareness and knowledge of the potential contributions of good logistics management to program performance: (i) reduced incidence of disease, (ii) reduced equipment and infrastructure capacity, (iii) reduced working capital requirements; 

b) Have a clear understanding of the role and content of technical assistance to national institutions and TFPs; 

c) Explain the need for advisory services, technical assistance and training to meet human and institutional capacity development needs;

d) Make decision-makers and managers aware of the benefits of operational research and performance monitoring in the field;

e) Clarify for decision-makers and managers the role of prime contractor/delegated project manager on behalf of the MOH by third-party providers of consulting services. 

Strengthen the current supply of counseling services

In order to contribute effectively to the response to the requests of the Ministries, communities and PTFs in the field of CAPS management, TBI will offer them advice, technical assistance and training services based on: 

a) proven technical skills/expertise, experience, contextual knowledge and availability  

b) attractive service offers, in terms of quality of content, respect for the needs/standards of the MS, communities and TFPs, taking into account the specific context of the applicant. 

The need and cost-effectiveness of funding the provision of advice 

In order to make investments in equipment and infrastructure profitable for public health programs, TBI will work to raise awareness among MOHs so that the offer of consulting services is taken into account in the development of projects. To this end, TBI will offer its services to: 

a) Ensure sufficient advocacy with the TFPs to create and/or strengthen the countries’ demand for consulting services 

b) Document and disseminate to MOHs, communities and TFPs the contributions and impacts of counseling services in improving the performance of HCSC.
